PM78423: dojo.number.round and dojox.math.round return incorrect results on Microsoft Internet Explorer 6,7 and 8

Error description

• The second number after decimal point is shown differently
  between Microsoft Internet Explorer and Mozilla Firefox. It
  seems that the result of rounding the value to two decimal
  places is different between the two browsers.
  
  They are not using JavaScript standard rounding
  (Number.toFixed()), but using the following Dojo round()
  function.
  
  i.e.
  dojo.number.round(0.95, 0) and dojox.math.round(0.95, 0) both
  return 2 instead of 1.

Problem conclusion

• The problem has been fixed and the correct value is now
  returned.
