Closed as program error.
Error description
When using ARM with middleware components such as IHS8, WAS and DB2 the WebContainer will invoke a Servlet Filter, however, the Servlet Filter will not get the correlator from the WebContainer and arm stop is never issued. Transaction seem to never complete and have a very long response time due to the missing arm_stop() call.
Local fix
Run Request Metrics for Servlet Filters only in 'Debug' mode.

Problem conclusion
The code has be modified to handle the above scenario and make sure that Arm.stop is called. APAR PM78504 is currently targeted for inclusion in Fix Packs of WebSphere Application Server 8.0.0.9 and 8.5.5.2.
