Error description
After consumer application ends, the system goes into loop of of sending makeconnection messages every 3 seconds. It then sends a retry Notify message. Adjusting the setting in the "Exception destination" section of the destination panel, of 'Override messaging engine blocked retry timeout default' , 'Blocked retry timeout in milliseconds' and 'Maximum failed deliveries per message' has no affect on this behavior. WS-RM only uses SIB as a storage mechanism, not the Pub-Sub function it provides.

Problem conclusion
The APAR provides two JVM system properties: com.ibm.websphere.wsrm.pollingInterval can be set to specify the frequency with which MakeConnection requests are made for a Sequence. The value specifies the interval in milliseconds. The default behavior when the property is not set is 3000 ms. com.ibm.websphere.wsrm.retransmissionInterval can be set to specify the frequency with which WS-RM re-transmits application messages when previous attempts to transmit the message have failed. The value specifies the interval in milliseconds. The default behavior when the property is not set is 15000 ms. The fix for this APAR is currently targeted for inclusion in fix packs 7.0.0.29, 8.0.0.7 and the fix pack following 8.5.0.2.
