Error description

• The WS-Notification in WebSphere Application Server does not
  support decimal durations when a duration string is specified
  for a dataTime element, for example InitialTerminationTime.

  The parsing of the duration string did not take into account
  the possibility of decimal seconds as allowed by xsi:dateTime.
  A string encoding decimal seconds was treated as if it was
  badly formatted.
  

Problem conclusion

• This APAR resolves the problem by delegating the parsing of
  the duration string to the javax.xml.datatype classes which
  support decimal seconds in duration strings.
  
  The fix for this APAR is targeted for the fix pack following
  8.5.0.2.
