  When one-way message is delivered successfully without any
  exceptions, web services engine should not rollback any
  operations.
  

Problem conclusion

• After one-way message is invoked, web services runtime will
  check to rollback if any exceptions are found during the
  process. In rare circumstances, the exception is null but
  a rollback is triggered.
  Web Services engine is modified to avoid any rollback when no
  exceptions are found during one-way message invoke.
  
  The fix for this APAR is currently targeted for inclusion in
  fix packs 7.0.0.29 and 8.0.0.7 and the fix pack following
  8.5.0.2. Please refer to the Recommended Updates page for
  delivery information:
