APAR status

• Closed as program error.

Error description

• When rejecting early media UPDATE request with 491 websphere
  sends SIP/2.0 491 Bad Request instead of: 491 Request Pending.

Local fix

Problem summary

  Session initiation Protocol doesn't change the response reason
  phrase after its status code is changed excplicitly.
  

Problem conclusion

• To prevent the attachment of the wrong reason phrase, the
  reason phrase is calculated every time status is changed
  unless the reason phrase is set explicitly.
  
  The fix for this APAR is currently targeted for inclusion in
  fix pack 8.0.0.6 and 8.5.0.2.  Please refer to the Recommended
