Error description
Since the JCDIWebListener PhaseListener is not added before application specified PhaseListeners the PhaseListeners for the application are processed first causing problems when the JCDIWebListener is expected to be first.

In some cases if it is not the first PhaseListener registered with the JSF runtime then an error can occur.
Problem conclusion
The JSF and JCDI implementations were corrected to ensure that the JCDI PhaseListener is added before all other PhaseListeners in the JSF runtime. The fix for this APAR is currently targeted for inclusion in fix pack 8.0.0.7 and the fix pack following 8.5.0.2.
