This is wrong for all non SIP URI parameters according to RFC 3261.
Problem conclusion
The escaping mechanism for non-SIP URI parameters will not be invoked and unescaping will not be attempted when reading non SIP UIR parameters from the network when "non.uri.parameters.escaping" custom property is set to false. The default value of "non.uri.parameters.escaping" is true. The fix for this APAR is currently targeted for inclusion in fix pack 8.0.0.7 and the fix pack following 8.5.0.2.
