Error description
Cannot force SIP container to quote new contact header parameter . After setting the custom property javax.sip.quoted.parameters , SIP container should put the parameter listed in the custom property in double quotes. Where as SIP container is not adding the double quotes to that values. A class that is responsible to decide which header parameters should be quoted is never invoked. WebSphere Application Server V8.0.0.5 Distributed operating systems.

Problem conclusion
SIP Container code was fixed to to address the issue of quoting header parameters according to RFC 3840-9. The fix for this APAR is currently targeted for inclusion in fix packs 8.0.0.7 and 8.5.5.
