Error description

When communication is lost between the scheduler and
the endpoint, the scheduler thinks that the endpoint server is
no longer active. It will change the status of all those jobs
in the scheduler db to a final state.

When network communication is restored and the job is restarted.
There exist a scenario where the job is still running on the
endpoint and the restarted job is dispatched to run
on another endpoint. This caused both job instances to end
execution

When communication is lost between the scheduler and
the endpoint, the scheduler thinks that the endpoint server is
no longer active. It will change the status of all those jobs
in the scheduler db to a final state for wsgrid job.
When network communication is restored and the job is
restarted, this could lead to a scenario where
the job is still running on the  endpoint and the restarted
job is dispatched to run on another endpoint.

Problem conclusion

Code has been updated so that only one instance of the same
job will be executed at one time.  The fix for this APAR is
currently targeted for inclusion in fixpack 8.0.0.4 Please
