Error description
In the SIP Proxy Server settings there is a parameter called "Retry-After Header Value". When the SIP Proxy Server is unable to locate an AppServer for the request, it will return a 503 error to the client and include a "Retry-After" header. The value of the Retry-After header in the 503 response does NOT match the configured value in the SIP Proxy Server settings.
Local fix

The SIP Proxy Server responds with a 503 from two Filters: SIPLoadBalancerFilter (if a server is down) and OverloadControlFilter(if a server is overloaded). OverloadControlFilter was working fine but the SipLoadBalancerFilter was only using the custom parameter for retryAfterValue and setting the Retry-After Header in the 503 response to a default value.
Problem conclusion
Fixed the SIP Proxy Server to also use the Retry After Header Value from the User Interface as well as the custom property when an Application Server is down. The fix for this APAR is currently targeted for inclusion in fix packs 7.0.0.31, 8.0.0.7 and 8.5.5.1.
