Error description

After some issues on the infrastructure side jobs were left with
restart files with incomplete content. When this happens the
only remedy is to get it deleted by operations and trigger from
TWS the restart again. Since detection of the issue and getting
the file deleted is time consuming this issue typically leads to
delays in the daily batch processing.

Can not restart job previously submitted by wsgrid client if
the first submission of the job failed and left incomplete
content in the restart file.

Problem conclusion

Code has been update to allow the resubmission of job during
restart.
The fix for this APAR is available upon request
