Error description

In WebSphere Application Server v8, The J2C Diagnostic helper
is initializing runtime performance advisor (RPA) even when it
is not enabled

* PROBLEM DESCRIPTION: Repository Cache of                     *
*                      Runtime Performance Advisor(RPA) gets   *
*                      initialized even though performance     *
*                      monitoring infrastructure (PMI) and     *
*                      RPA are disabled.                       *

* RECOMMENDATION:                                              *
****************************************************************
RPA uses a repository cache to store the configuration details
of the server. This cache is initialized and configuration
details are stored even though RPA and PMI are disabled. If
the configuration is huge, the repository cache will include
these configuration details as well and might cause its size
to increase.

Problem conclusion

Repository Cache is only used to cache the configuration
details and is used by RPA. So in order to fix this issue a
custom property
com.ibm.websphere.perf.tuning.disableRPARepositoryCache
is provided which when set will not load the repository cache
and will avoid caching of configuration details of the server
if not required by the user(if RPA/PMI is disabled).

The fix for this APAR is currently targeted for inclusion in
fix packs 8.0.0.8 and 8.5.5.2.  Please refer to the
