Error description

The value specified for accessLogFormat is "%h %u %t "%r" %s %b
, %D %d , %{JSESSIONID}C".  However, the value displayed in %D
showed the bigger value than time until it was actually
displayed on a screen.

The %D NCSA access logging directive will not display the
correct elapsed time when a request arrives on the server
using the same connection as a previous request

Problem conclusion

HTTP Channel NCSA access logging code was modified to
properly record the start time

The fix for this APAR is currently targeted for inclusion in
fix packs 7.0.0.31, 8.0.0.7, and 8.5.5.1.  Please refer to the
