Error description

If there is custom encryption class configured to encrypt
password in security config file, if the initialization of the
custom encryption class failed, all passwords in security config
file will be deleted when startup server

The security code introspects password strings in security.xml,
and if required, the code encrypts the password with the
current password encryption mechanism. However there was a
code defect which failed to update password strings if a
custom encryption code could not be loaded.

Problem conclusion

With this fix, the security code won't update security.xml
file in case of any error while loading custom encryption code.

The fix for this APAR is currently targeted for inclusion in
fix pack 7.0.0.31, 8.0.0.7, and 8.5.5.1  Please refer to the
