Error description

• Application Placement Controller on IBM Workload Deployer(IWD)
  does not remove the node from nodegroup or delete the node
  after lowering the min instance value of a dynamic cluster.

  When min instance of dynamic cluster is changed to a lower
  value than before, Application Placement Controller(APC) with
  IBM Workload Deployer (IWD) generates successful stop server
  tasks followed by remove tasks based on the new min instance
  value. However Application Placement Controller does not
  remove the node from the nodegroup or delete the node.
  

Problem conclusion

• Application Placement Controller code is modified to no longer
  block removes on IBM Workload Deployer (IWD) when servers are
  running.
  
  The fix for this APAR is currently targeted for inclusion in
  8.5.5.0.  Please refer to the Recommended Updates
