copy existing 6.1 workclasses directory to 7.0 install

*                      configured work classes and routing     *
*                      rules are lost.                         *

After migrating from WebSphere Virtual Enterprise V.6.x to
V.7.0, all the previously configured work classes are
deleted, and must be added again.

Problem conclusion

The code was updated to migrate work classes from WebSphere
Virtual Enterprise V.6.x to V.7.0.
