Problem conclusion
The JAX-WS runtime saves a lower case version of key "Content-ID" and its value to a map. In Turkish OS environment, the key will be "content- „ d", but not "content-id". This cause the failure when reading the value using key "content-id". The JAX-WS runtime is changed to detect this scenario and generate a correct key to save to a map. The fix for this APAR is currently targeted for inclusion in fix packs 7.0.0.31, 8.0.0.7 and 8.5.5.1.
