  Application Placement Controller (APC) fails to make placement
  decisions due to the startup exception NoSuchElementException.
  At startup, all of the expected cluster data may not always
  immediately be available and APC has to tolerate such
  conditions. In the stack below APC does not handle an empty
  list and it prevents the APC cycle from running.

Problem conclusion

• Application Placement Controller(APC) code is fixed to handle
  NoSuchElementException at startup.
