Error description

Steps to recreate failure on WebSphere Application Server V7.0
and V8.0 follows:

1. In Deployment Manager web administrative console, create a
proxy cluster with two proxy members

2. Start the cluster

3. Go to the cluster's "proxy settings" page, select the
" Proxy Plugin Configuration Policy " as cell

4. Click "apply" button to generate plugin-cfg.xml file for
that cluster

5. 404 error page received

* PROBLEM DESCRIPTION: Proxy cluster configuration using the   *
*                      administrative console results in a     *
*                      blank page.                             *
****************************************************************
* RECOMMENDATION:                                              *

When the proxy is a cluster rather than a server, the console
code assumes this must be an On-Demand Router (ODR)
server or cluster and forwards to code that doesn't exist
unless WebSphere Virtual Enterprise is installed.

Problem conclusion

The console code has been changed so that it checks for ODR to
forward to ODR and defaults everything else to proxy because
that code is always installed.

The fix for this APAR is currently targeted for inclusion in
fix packs 7.0.0.31, 8.0.0.8, and 8.5.5.1.  Please refer to the
