Error description

• The startCluster and stopCluster methods for the
  ClusterManager MBean are missing the MBean information for the
  options argument.

Problem conclusion

• Added the required MBean information logic to provide the help
  text for the startCluster and stopCluster methods for the
  ClusterManager MBean.
