Error description

Load Balancer for IPv4 and IPv6 will send IPv6 Neighbor
Advertisement when takeover is occurred if the network is
configured as IPv6. ULB did not send it with ethernet
multicast that cause some network device cannot receive
notification for the cluster to be changed.

MAC address field in ICMPv6 neighbor advertisement was set to
partner uLB machine MAC by AIX during takeover. This happened
because IPv6 broadcast packet's IP address was set to partner
uLB IP instead of broadcast IP.

Problem conclusion

Fixed by changing ICMPv6 broadcast IP address to FF:02:01
