Problem conclusion
WebSphere Application Server is modified to read ejb-jar.xml from the WEB-INF folder for web services with EBJs packaged in war files. The fix for this APAR is currently targeted for inclusion in fix packs 8.0.0.8 and 8.5.5.2.
