  When using the On Demand Router to route traffic, throughput can
  be unexpectedly low due to the fact that the Autonomic Request
  Flow Manager (ARFM) controller has not started or stopped
  correctly.
  

Problem conclusion

• With this fix, the ARFM controller is started when any of the
  following conditions met.
  
  1) The On Demand Router is started
  2) No default service policies are used
  3) CPU overload protection value is set to any value other
  than 100%.
  
  The fix for this APAR is currently targeted for inclusion in
  fix pack 8.5.5.1.  Please refer to the Recommended Updates
