The following is an example of the IllegalStateException that
may occur when an application or dependent library creates a
URL.   The exception occurs whenever the call stack does not
contain a class loaded by an OSGi bundle class loader.

Problem conclusion

Apply APAR PM90863 to fix Eclipse bug 393787 within WebSphere
Application Server and resolve the IllegalStateException shown
