APAR status

• Closed as program error.

Error description

• When installing a webservices application, there will not be a
  workclass created for request routing policies.  If you try to
  add and switch over a new edition, the ODR will not route to
  the new edition because there is not workclass, and thus,
  routing information to send requests to the new edition of the
  app.
