Problem conclusion

• Application Placement Controller (APC) code is fixed to honor
  dynamic cluster's minimum number of instances.  With this fix
  you are not allowed to put nodes into maintenance mode if
  there is violation of dynamic cluster's minimum number of
  instances.
  
  The fix for this APAR is currently targeted for inclusion in
  fix pack 8.5.5.1.  Please refer to the Recommended Updates
