Error description
The collective utility does not expose a method to add and remove replicas from the collective configuration. The lack of these methods means in order to build a multi-controller topology, a user must invoke an MBean to build the topology. This is breaks the consistency of the experience of establishing a collective.

Problem conclusion
Support for addReplica and removeReplica was added to the collective utility. With the addition of these commands a highly available administrative topology can be constructed seemlessly from the command line. The fix for this APAR is currently targeted for inclusion in fix pack 8.5.5.1.
