Error description

If the MarkBusyDown setting is not specified in the
plugin-cfg.xml file, it could take a random value.

The MarkBusyDown directive specifies the action to be taken by
the plugin when it receives a 503 from a server. The choices
are to not mark the server down (FALSE) or to mark the server
down (TRUE). The value is not specified if it is not in the
plugin-cfg.xml so the action may be either.

Problem conclusion

Default value set to false (not to mark a server down when it
responds with a 503)

The fix for this APAR is currently targeted for inclusion in
fix packs 6.1.0.47. 7.0.0.30, 8.0.0.8. 8.5.5.1  Please refer
to the Recommended Updates page for delivery information:

Temporary fix

Add MarkBusyDown=false in the ServerCluster tag. Setting will
take effect when plugin detects and reloads the configuration.
