Error description
ARFM Controller waits for all Ack messages (for decreasing the allocation) are received before sending the Alloc messages to increase the allocation. If one of the gateway stop responding the Alloc message, the ARFM controller waits the Ack until the gateway is restarted. This fix adds a cell custom property for an time out for the waiting Ack message. The property name is "resetPendingAckTime", unit is milliseconds and the default isfor no timeout (-1).

The autonomic request flow manager (ARFM) controller must receive all ACK messages (for decreasing the allocation) before sending the ALLOC messages to increase the allocation. If one of the gateways stops responding to the ALLOC message, the ARFM controller awaits the ACK message until the gateway is restarted.
Problem conclusion
A new internal timeout function is implemented to reset the ACK waiting condition, and to resume sending the ALLOC messages. The fix for this APAR will be included in the next fix pack for WebSphere Virtual Enterprise Version 7.0.0.
