Error description

• Workclasses should not be migrated if no application is
  installed in target release.

  When migrating via VEUpgrade, errors occur because
  workclasses are migrated, even though the corresponding
  application is not migrated.
  

Problem conclusion

• The code was updated to only migrate workclasses when the
  corresponding application was migrated.
  
  The fix for this APAR is currently targeted for inclusion in
  fix pack 8.5.5.1.  Please refer to the Recommended Updates
