Closed as program error.

Error description

When trying to extract a certificate from a SAF keyring there
is no error given but the certificate file is never created.
So the certificate extract did not work.

Failing to check for the certificate existance
before attempting to extract it from a SAF keyring.

Problem conclusion

Updated the code to check that the certificate
exists on the keyring and extract it at the same time to make
sure the check and extract is not happening on different
processes.

The fix for this APAR is currently targeted for inclusion in
fix pack 8.0.0.8 and 8.5.5.2.  Please refer to the Recommended
