* PROBLEM DESCRIPTION: The "Launch application before server   *
*                      completes startup" function does not    *
*                      work correctly                          *

* RECOMMENDATION:                                              *
****************************************************************
WebSphere Application Server provides an option to allow the
server to complete its startup process without waiting for
specified applications to complete their startup process (by
default, the application manager blocks until all applications
are started).  This setting was not successfully taking effect.

Problem conclusion

The application management framework was modified to handle
the setting correctly.

APAR PM97426 is currently targeted for inclusion in Fix Packs
8.0.0.9 and 8.5.5.3 of WebSphere Application Server.
