Error description

With Websphere Application Server V8.0 and later, the
associated HTTP server fails with MCH3601 F/QSVTAP22LF  when
using STRTCPSVR RESTART(*HTTP).

Local fix

Do not specify RESTART(*HTTP), but rather restart by ending it
first:
ENDTCPSVR SERVER(*HTTP) HTTPSVR(INSTNAME)
then
STRTCPSVR SERVER(*HTTP) HTTPSVR(INSTNAME)

The "STRTCPSVR SERVER(*HTTP) RESTART(*HTTP)" fails when the
HTTP Server is already started and a WebSphere plugin is
configured in the HTTP Server.

Problem conclusion

The WebSphere plugin is fixed to enable "STRTCPSVR
SERVER(*HTTP) RESTART(*HTTP)" when a WebSphere plugin is
configured.

The fix for this APAR is currently targeted for inclusion in
fix packs 8.0.0.9 and 8.5.5.2.  Please refer to the
