Local fix
Do not specify RESTART(*HTTP), but rather restart by ending it first: ENDTCPSVR SERVER(*HTTP) HTTPSVR(INSTNAME) then STRTCPSVR SERVER(*HTTP) HTTPSVR(INSTNAME)

Problem conclusion
The WebSphere plugin is fixed to enable "STRTCPSVR SERVER(*HTTP) RESTART(*HTTP)" when a WebSphere plugin is configured. The fix for this APAR is currently targeted for inclusion in fix packs 8.0.0.9 and 8.5.5.2.
