* PROBLEM DESCRIPTION: The "required" attribute of a web       *
*                      services cache policy component is      *
*                      dynamically changed to "true".          *

The default behavior of the dynacache web services caching
engine always sets the cache policy component's required
attribute to true.  If the requireD attribute is false in the
cache policy (cachespec.xml) it will be dynamically changed to
true and potentially cause a cache id not to be generated.

Problem conclusion

The following custom property is being introduced and must be
set false to indicate not to set the required attribute to
true:

com.ibm.ws.cache.CacheConfig.webservicesSetRequiredTrue

This can be set as a JVM custom property to affect all cache
instances or can be set as a custom property for a specific
cache instance.

The fix for this APAR is currently targeted for inclusion in
fix packs 7.0.0.33, 8.0.0.9 and 8.5.5.2.  Please refer to the
