Error description
When updating to WebSphere 8.0.0.7 the addition of APAR PM78360 is included. The change introduced by PM78360 added Class-Path processing to the createEJBStubs command. The FFDC that occurs when a Class-Path entry cannot be found are intentional, but they should not cause the command to fail. However, an unusual sequence of events in the product internals causes the FFDC to cause the createEJBStubs command to fail with the following error when a missing Class-Path entry is found: CNTR9258E: An unexpected exception was caught. The exception is: java.lang.ExceptionInInitializerError The FFDC is intentional but the CNTR9258E error is not. The solution is to add logic to set the OSGI TCCL property specifically for this command rather than making a blanket change at the WebSphere framework level.
Local fix
Add the following line to the WAS_HOME/configuration/config.ini file. (It can be added as the first line in the file) eclipse.bundle.setTCCL=false
Problem summary

However, due to an internal issue in the OSGi framework, the attempt to write to FFDC instead causes the entire command to fail.
Problem conclusion
Logic was included to utilize the OSGi framework's legacy thread context class loading behavior for this command, avoiding the issue. The fix for this APAR is currently targeted for inclusion in fix packs 8.0.0.9 and 8.5.5.3.
