Error description
When a tag file is inside the /META-INF/tags/ directory of a JAR file that installed in the /WEB-INF/lib/ directory, it may not be found if deployed in a loose configuration scenario.

Problem conclusion
The WebContainer code was modified to look for the tag file using a correct path in the workspace when the application is deployed in a loose configuration.
