Error description

When a tag file is inside the /META-INF/tags/ directory of a
JAR file that installed in the /WEB-INF/lib/ directory, it may
not be found if deployed in a loose configuration scenario.

Local fix

Deploying the application on the server.

When a tag file is inside the /META-INF/tags/ directory of a
jar file which is in the /WEB-INF/lib/ directory, it can not
be found if deployed in a loose configuration.

Problem conclusion

The WebContainer code was modified to look for the tag file
using a correct path in the workspace when the application is
deployed in a loose configuration.

A new WebContainer customer property needs to be set to enable
the behavior provided by this APAR:

com.ibm.ws.webcontainer.appendMetaInfResourcesInLooseLib =
false (default is true)
