• The debug tool notify event is missed in some fast path dynamic
  call code under CICS when running z/OS v2.2.

  When the COBOL runtime library is initialing a COBOL V5 program
  running under LE V2R2 with CICS, Debug Tool may not be notified
  about the program start-up. As a result, the debugging session
  may not start.
