  Problem Description:
   JCYMIG00 is not recognizing Inline SYSIN.
  
  Problem Summation
   Non-SMS allocations for FJTEMP0 file with DISP=(?,PASS,) is
   deleted when file is closed, thus it is not available for
    subsequent SYSIN allocation.
  
  Problem Conclusion:
   The JCYMIG00 JCL was changed to create FJTEMP0 via IEFBR14 step
   and catalog it for FSYMIG00 step.  The DISP=(NEW) in FSYMIG00
   step was changed to DISP=OLD.
