• Look and see if the userid matches the TSO prefix.  If not,
  check to see if the xxx.WTMUSER.TABLES and xxx.WTMUSER.SKELS
  data sets with xxx as the TSO prefix HLQ exists.  If so, use the
  TSO prefix as the HLQ.  If not, use the userid as the HLQ.
