           The message manual should be changed to be more
           specific.  The message is issued when TCPIP receives
           a STOPLAN command from the OSA adapter.  The reason for
           the STOPLAN signal will have to be determined by an OSA
           adapter trace.  The fault is usually an indication from
           the Ethernet connection, ie., frame error.
  USER ACTION: Contact an OSA Express CE for diagnositic
               assistance.

  Clarification on message IST16501:
  Message  "IST1650I  IDX INITIALIZATION FAILED FOR name
  DEVICE addr CODE xx" is a part of a group of messages that
  identify an IDX failure.  It is normally seen after the OSA
  device has been configured OR a TCPIP/VTAM host has been
  IPL'd in a multi-LPAR environment.  The problem source has
  been found in the OSA.  Any change that is made in the QDIO
  environment requires the OSA to be 'reset' from all logical
  partitions.
  Refer to the S/390 V2R7.0 OSA/SF User's Guide:
  User Response: Quiesce all traffic on the LAN ports on the
  associated OSA CHPID.  Configure the CHPID offline and then
  online from all logical partitions.

    The following group of messages will be issued when a WRITE
  data transfer to a QDIO device detects a timeout condition.
    When VTAM has signalled WRITE data for OSA, a two (2) second
  timer is started.  If a data acknowledgement has not been
  received when the timer pops, the timeout condition is posted
  and the connection is made INOPerative.
