IC74757: SEVERE PERFORMANCE DEGRADATION/HANG CONDITION FOR TIVOLI STORAGE MANAGER SERVER BECAUSE OF DB2 DEFECTS IC72169 OR IC74138

Error description

• On operating systems configured with a small paging space to RAM
  ratio, the DB2 Self Tuning Memory Manager (STMM) can see the
  system as memory constrained, when it is not. This will result
  in erratic STMM tuning, which in turn can lead to significant
  DB2 performance degradation.
  
  When used as Tivoli Storage Manager database, the DB2
  performance degradation can reach such a degree, that the Tivoli
  Storage Manager server suffers from severe performance
  degradation or even hangs.
  
  If you see any slowdown in your Tivoli Storage Manager server
  operation, to verify if you are affected by this APAR, check the
  db2sysc start event reported in the instance db2diag.log file
