If for example the response can differ based on the Accept-Language request header field, then the application would include Accept-Language in the Vary response. mod_deflate needs to indicate that the exact response can vary based on whether or not Accept-Encoding was in the request, so it should add Accept-Encoding to the existing Vary. Unfortunately, it set Vary to Accept-Encoding instead of adding Accept-Encoding to the existing list, thus breaking applications which needed to set Vary.
Problem conclusion
mod_deflate was updated to merge Accept-Encoding into any existing Vary response header. If there is no Vary response header, one will be added which is set simply to Accept-Encoding. This fix is targeted for: Fix pack 6.1.0.13. Fix pack 6.0.2.23. Cumulative e-fix PK53584 for 2.0.47.1
