Troubleshooting
Problem
You receive message IXG251I with return code 118 and reason code 0 when trying to allocate a dataset from within CICS Transaction Server for z/OS (CICS TS). You also receive message IGD17103I Catalog error while defining VSAM data set with return code 118 and reason code 0.
Cause
Insufficient authority in RACF profile to create the dataset. The return and reason codes are explained as following in the MVS System Messages manual under IDC3009I:
The explanation of the return code 118 (RC=118) is:
The data set name is ineligible for RACF definition.
The explanation for reason code 0 (RSN=0) is:
As the result of a DEFINE, IMPORT, or IMPORTRA command, VSAM attempted to define a RACF profile for the object. The profile could not be established because the user does not have sufficient authority for the specified data set characteristics.
In this particular case, the failure is occurring because the IXGLOGR ASID is not defined as trusted or privileged to the RACF startup profile.
Resolving The Problem
Change IXGLOGR so that it is trusted or privileged. See Establish the required security authorizations under Requirements planning and checklist for the logger environment in the CICS TS V4.1 information center for more information.
Then restart the IXGLOGR ASID by using commands FORCE IXGLOGR,ARM and S IXGLOGRS. See the CAUTION under Restarting the MVS logger address space before doing this.
